@bleezy : Because in French instead of saying "It is not starting" or "it doesn't start"; The french will use an Archaic form of English to denote this which is "it commences not" or "it starts not" which is "Ça n'commence pas" or "ça ne commence pas" just like when we say in English "it is starting" because of the rule in French where we don't use "is-ing" together, the French will rather say "it starts" "ça commence".
